I know that enemies can now evade skills. But where can players get the ability of skill evasion?

i believe thats your dexterity, I have mine fairly high and avoid quite a few attacks

You can obtain the skill evading abilities by doing the statue quests. There are 3 in Lirs Reach, 1 in Crookback and 1 in Shale.

That's right but to go more in-depth I'll explain the function of the abilities:
Fortitude: Evasion of melee-based skills increased.
Willpower: Evasion of magic lures/spells increased.
Reflex: Evasion of movement impairing spells increased. (Not sure if it helps you evade Sharp Shot and other ranged skills)
I think there are two more abilities, one in Crookback and one in Greygorge, but I haven't been able to complete them.

Where can you find the staues?

One by the windmill, two by waterfalls(one near tavern and one near cowherder), one in Redstone Cavern(Crookback Hollow), and one ontop of the hill in Greygorge(near the survivors). I might make a guide on how to complete all the statue quests in the future but until I finish the last one in Greygorge and take screenshots you'll just have to go off everyone's words.
