i am a level 100 rouge but can't level without being killed in three hits.
Please post in comments how I can fix this problem.

Ok on a serious note I recommend 3-1 dex/ vit. Use shadowstrike, lifesteal, riposte, and whatever you want after that. For gear look for items that boost dex/vit. Regen and damage boosting gear always helps as well.
