The Dryad has a reasonably low spawn chance but when it does spawn it should be located in the South West corner of Lir's Reach, around the rocks south of the Crookback Hollow entrance.

Low spawn chance? It does not have any place holder. It dies. It respawns. Dies. Respawns. Nothing else takes its place that i have ever seen

Many spawn points have a chance to spawn nothing when the timer reaches zero. In most cases these spawn points have shorter spawn times but a possibility not to spawn anything.

May I ask why?
That's a very confusing mechanic for a low level quest.

Long standing mechanic in the game, I do not know exactly why it was implemented.

It is potentially to totally randomise the spawns of these mobs so that the items cannot be farmed by any one individual thereby stopping others from acquiring the Ability from that quest.

Wow, you honestly think that someone will farm a quest boss 24/7 so someone can not get his ability?
