Long standing mechanic in the game, I do not know exactly why it was implemented.

It is potentially to totally randomise the spawns of these mobs so that the items cannot be farmed by any one individual thereby stopping others from acquiring the Ability from that quest.
Once again OTM gives the line "It has always been like this"

As a player who was around when these defensive ability quests was introduced, I can tell you the dryads spawned regularly. Not sure exactly what the respawn timer was, but it wasn't random. We had to go through 100+ characters in clan to do the ability quests and it wasn't as difficult as it is right now, because they regularly spawned back then, just like any other quest mob like the ones needed to get to Otherworld, or the ones that drop the skull quest items in Lirs Reach all have regular timers not random ones.

"just because it isn't broke" doesn't fly. There is always room for improvement. Anyone who just sits around complacent using that "old saying" to justify their actions or some other big word is kidding themselves, they aren't "protecting the past" they are just lazy.
