My guess is this was implemented after the threads in beta about making rage an actual rage so clans can't hold bosses for hours for more dps to arrive like was being done with gele etc...

#41I don't think heal will be a problem once the lag issues are removed. It was killed with reasonable numbers in beta no rage multiple times. Unless I'm reading correctly heal is meant to make rage kills impossible, not to make raid itself impossible.
