Yes, you can unequip the item as you do with any other item.

Select Inventory > Jewellery > Tap Signet of Lir > Unequip
or
Select Inventory > Jewellery > Drag Signet of Lir to inventory

The word bound only means that you wont be able to trade it, its a NO TRADE item either way so it doesn't really matter if it bounds or not. Just because it says it will be bound doesn't mean it will be unequipable. Don't worry you can equip and unequip it like any other item
