I dunno about your world or the motivation behind your higher levels...
But I personally make sure no lower level is getting falgren.
Why? Since the update, disc prices dropped through the floor.
Cut off their supply and create the demand. Nooks are fast figuring out not to demand pricing or to say things are being unfairly 'over priced'.
Am I wrong for doing this? Nah. Matter of fact, I'm getting too many drags and actually having to drop them

Well, of course this sort of attitude annoys me. And I'm only picking on Loki because I consider him a friend, but the situation seems to be across worlds. As Papi said, higher level areas need to drop more gold. That would reduce some of the scavengers. But as for trying to increase the price? A lost cause, I am afraid.
People like Loki are missing a key point. They view one set of variables, and miss the others. Sure, discs probably dropped in price (initially) because the market was a bit flooded after the update. But those discs were used as people got their Warden. The situation now has less to do with the supply side of the discs, and more to do with the demand side.
Why is demand low? Because there are two other sets of armour that are better than simple Warden, and are avalible at reasonable prices. You cannot expect dragons and crowns to retain their pre-update values. It goes against market economics. Pre-update, sure: because the two best kinds of armour required the discs (needed the discs to get Warden, which could then be upgraded). But now you can well enjoy the game without Warden for a number of levels.
I can't remember, but what is a Warden BP? Two drags and two crowns? Why would someone pay 300k for all those discs when they can buy a Quatz BP, which gives better stats, for 50k? They wouldn't. I realize you need the Warden to get the other upgrades... but Quartz and Diamond allow me to have some great stats while I level and gives me the patience to wait for the discs. Once all these level 140s are fighting in the castle dungeons and whatnot, level 100s like me can enjoy Falgren.
You can swoop in and kill Fal all you want. You can hold or drop as many drags as you see fit. I guarantee, though, it won't do much to the price. Feel free to give me any discs though

as I have never paid for, nor will I ever pay for, a common drop.
Expecting disc prices to come back up in price is sort of like holding out for a better price on your Brother electric typewriter in an age of MacBooks and iPads. Sure, it had value in 1985 when it was state-of-the-art... but now it is just antiquated. Reality? 10 bucks at a garage sale, at best.
