Looking at this long topic, I suggest the following 2 options -
1) Remove the drop but replace by the number of times to kill those bosses to complete the quest
2) If it needs to keep the drop system, may be do it as follows
a) make the drop NO TRADE and perhaps something like to do the quest for Tammy sword, brooch etc., the items are non-tradable however sometimes it will drop to the ppl who doesnt need it, which is quite annoying so I suggest to improve it that the drop shall not come to the ppl who has completed the quest, and also work out the system where number of drops increase when the group mate increases in the fight ie. for example 2 people in a group gets one drag and 4 people in a group gets 2 drags and so on, that way it will avoid frag going to the ppl who does NOT need them and it would effectively prevent possible greed happened for farming the drag for money.
b) have at least 2/3 bosses or more ph show up oftenly like 10 -15 mins each time and each time it guarantees to drop the drag after kill.
I actually have no idea about the lock system and perhaps it is too complicated and too much argument between the ppl who has completed the quest and the one which hasnt (I wont define high or low lvl because there is no absolute high or low, they are all relative), it will never end the topic and eventually nothing will be done to get the system better.
Offcourse no system is perfect, by saying the above may still not totally resolve the current issues. Personally I also agree to level up one's strength and grow to a certain level otherwise it only defeats the purpose of this game, and on the other hand, work w stronger team to help complete the quest and fight the boss together is also fun but this sometimes not easily to get rid of the other side issue like ksing etc., depending on how the players treat the way of playing the game.
