i find it interesting that the biggest argument for not changing falgren is that is would destroy the economy. I read this as high levels can easily kill falgren and sell the dragons. quite frankly, i find this an appalling reason not to change something that causes so much grief and frustration.
All the other fragments (as well as tabs, rems, and crests) seem to be obtainable via reasonable methods in a reasonable time frame.
I recently was camping falgren for an alt. I tend to be fairly generous - so i would let anyone over level 75 (range 75-100) who was hanging at fal join me. Some other high levels (115+) were sometimes annoyed, but i was there first and formed the grp and that was how it was. Once i got what i needed, i stopped camping. The fascinating thing is i am getting ppl begging me to come camp, cause other high levels (over 110) won't let them join.
Given the way armour upgrades work. The game should be structured so that ppl can complete their warden quest by level 80 (without being essentially forced to buy their quest items). In other words, if you play a fair amount and can get groups together and are willing to use idols, you should be able to get your armour - which in this case means getting falgren and dragon disks. Increasing falgen spawns and number of dragons he drops is a good step in the right direction - but i am not certain it is enough.
If we don't want to go to a NO-TRADE system how about something like this:
1. To get warden armour (bp and wep), you must complete Evil in Stonevale (i.e. kill falgen at least once). Then, in addition to falgen dropping dragons (and maybe increase it to min. 2 dragons), have other bosses drop them also (spirehoof, starspell - and perhaps, more rarely, ph5 red guys, atrisol, fairy queen, etc.). Make dragon frags a bit rarer than something like a diamond soul orb - something many ppl will get, but not easy to obtain.

2. you could also let brutus have multiple or random spawn points - that way a lower level could run into them and get a group before the high levels catch on. Kinda like the quest wisps - they show up all over the place and being level 140 is not gonna give you an advantage until you actually find the thing.
