Is there a stat or ability that helps bolas work more effectively?

I have bolas on my ranger at 18/20, but even when it works, the targets don't seem as slow as when I see some higher level rangers use bolas. I'm curious if there is something else I need to tweak too.

It seems that now when you cast bolas, the difference in level between you and the enemy also effects the speed decrease. so if the enemy is 5 leves higher than you, it will move faster than if you cast bolas on a mob the same level as you, eventually maxing out as you become higher level than your enemy.

It depends on ranges combat, archery rings will help this.

That is probably it. It was a 140+ ranger soloing spearhorn or something, so a much lower level enemy.
