I assume you do not have to apply again if you were already accepted? Or is everything being reset?

If you have already been accepted you do not need to apply again.

We've reopened the applications in order to get some more testers.

Yes, I imagine after the new selections we will see alot of raging of forums, people just gotta remember that it is only gonna be a few weeks, and you will get the better version of the finished update.

But I think they made the answer boxes to small. The question to describe a big in detail , was for me to small to make it really detailed.
