I have a tier 1 lvl 4 and a friend has an tier 4 lvl 3. At close to the same ability level, our dogs are pretty close in damage and def. now a girl has a tier 4 level 6 already in my clan and her damage is about twice mine. So I don't know what the exact difference is, but it does not look like it will even be a full double difference at same levels.
