The reason for people sharing accounts is because there is simply not enough real players playing this game.
I'd only say enforce it when every server/e.g. Clan had at least 30 individual active players not counting those who multilog.

On our server both e.g. Clans share things amongst each clan infact sharing keeps this server alive and running. Certain toons are needed for a clan to kill Gele, if 2-3 key toons can't be at the raid the whole raid is a bust.
