Lockjaw the Jailer

Why is it that Lockjaw the jailer wont respawn anymore on Morrigan? I havent seen him since the update last year.

Are you actively killing the ph? (I forget the name...)
Just to give you a comparison, I did that quest with an alt recently... I had to kill about 20 phs to get Lockjaw to spawn. I doubt that it has been changed on one server only, but who knows.
Just stand at the spawn spot (just outside of the cavern) and kill them the moment they pop.

Whisper me in game , I think have some lockjaw keys on my mule .

Why do you think the quest would be there if he doesn't spawn anymore, hm?
