How do I put points into mount/pet/fishing?

#2Those are increased as you level up/breed your pet/mounts.

#4Dog will stay at skill 5 until you get the next level up dog. So say your dog is level 2, it’s skill won’t change until level 3. The only thing that’ll raise is your dog taming agility, which increases the amount of damage that level 5 skill will do.

#5for pets/mounts you have to breed them up to a max level of 6.
For fishing you upgrade your rod through the fishing quests.
the 5/0 2/0 and 6/0 is a bit misleading, because the 0 doesn't actually mean anything. It may be a placeholder for something OTM couldn't code uniquely for skills you can't upgrade. you can take it to mean that you can't put points into these skill like you do your normal skills by leveling up. These skills are entirely gear dependent.
