I am a level 58 ice mage. I am wondering if I should put some stat points into strength because I just got a black firestorm rod and my offhand is a brand.

depends on if you want to be a melee mage or a caster mage (melee usually ensues h2h but could also be the dl wand or other wands with physical attks example: slash, pierce, crush, etc)

get your strength through your gear.

Neither if those weapons gives physical damage, so strength is useless. So, no, don't get any
