Anyone know which quest its comes from, I can't figure it out... thanks

Rapid shot is given by Faolan MacLir, by the Eastern Docks leystone. It is gained after the quest to kill 2 Jotuns and before killing the 3 scryers. It is the last of the beginner quest skills to be gained.

She is in "trance" and wont take the quest, finished murky quest with her too and still the Lir one is not responding to quest...level 120 now
