Yes, it has only one damage less then the most powerful offhand (Carnage has 17, Bodkin 16) AND this one has a regen of 10 energy/health + higher bonuses.

Is the heroic amulet of rejuvenation is the best necklace?

Yes, great bonuses, a regen of 20 energy/health per tick; you will love it.

Is the heroic gloves of haste is ok?

Yes, it has very high defence bonuses and the 30% speed on melee attacks is ... more then noticeable!

I would buy the lamellar and langsax; then I will save up for the heroic gloves.
But remember to buy a Heroic Amulet of Rejuvenation (Or Energization if you are short on budget, it's half-price) at first.
