Exactly so the longer the window the more likely a clan will 'stumble' across the boss instead of it being dominated. That's OTM's logic however the top clans will just camp for the whole window instead of giving a chance to other clans it makes it harder for them to win a lock as they can't log in as fast and efficiently since they might only have 8 geared DPS toons while a big top clan can have over 10 easily.

While you are welcome to have the opinion that they do not, the reasoning behind their implementation is as mentioned above.
As I mentioned in my previous post:
