I feel like they should have made legacies spawn randomly at random locations in Lirs. Like Skain can pop up in high shore village or the temple. And bosses could randomly “roam” in Lirs similar to the Eye in Other World but with no pattern to it. No camping one spot.

Can they be not yellow-named too?
I feel like this would be more of the "rampaging" feel.
(would make things complicated for low levels, but it shows them what they can eventually attain, and it would only last a weekend or so to not get in the way too much.)
