Agreed on pinning down a boss if it's in danger of reset, though in that case Grasping Roots and Shield Bash would be better suited as solutions.
Otherwise, if you are talking about endgame bosses, you would probably be haste lixing, and casting longshot would be a waste of time DPS wise due to animation and cast times (and evasion chance, which is ridiculously high). Same goes for haste lixing while levelling.
If max aggro distance does limit max longshot distance there's nothing to do about it.
In case you are not haste lixing while lvling, the only way longshot is really useful is this sequence:
Longshot->Bolas->etc.
Why? The pin effect does 'play' here: the mob is pinned and then bolased.
If you bolas->longshot, pin effect IS NOT displayed and the mob still walks toward you, then when it reaches you, the pin effect is applied and the mob is idle for 2 secs right in front of you. Right in front of you means you can't recast longshot. Also, if Bolas->longshot, it means the cast-animation times for longshot reduced your dps...
Moving around to keep the mob away is dps wasted time, and you really don't want to move too much in a close packed cave with loads of boggans, filborgs or trolls...
So yeah, rangers can solo lvl, solo boss, but it is hard and takes too long for it to be cost effective.
