Quest armours are ALLWAYS more worth it, except casters because focus armours could be helpfull.
But as a ranger low on money, you should, get a clan, kill stonevale bosses, to get full warden, get heroic gloves, dont spend gold on boots, useless, just spend your gold to get a luxury quiver!
If you wanna be good, quiver will always be more helpful than anything else!
I have a golden quiv all ready and im in demonstar so i boss very often. But i kind wann go with dimond instead of greythorn.
But met bow is as strong as dia and faster too than diamon
