For Fire or Ice?

Overall I believe that fire mages dish out the best DPS (damage per second), due to having skills with low cool downs. Not only does this mean you're less impacted by evasions, but you can also attack multiple mobs faster (one example is the little spiders in the dragonlord spider room).

The standard DPS fire build would be:
> Max Fire bolt
> Max Fire storm
> Max Fire attunement
> Half max + 2 or 3 Fire Lure

You then have the option of survivability, pure DPS or support.

Survivability --> Place points into energy boost and energy shield

Pure DPS --> Place spare points into incinerate if you're high leveled, or cloak of fire if you're low leveled. (You can experiment with ice shards too if you want to)

Support --> Place spare points into Lure of Assassins. This improves the damage dealt by daggers, bows, tridents and spears. You can also put points into Lure of soldiers if you level with an axe/sword warrior, or into Lure of Magic if you level with a druid.

^I tried inc, shards, lure of assassins, energy shield and sacrifice.

Inc - its very good, i dont use it currently but id love to if i could use a 6th skill, much better for high lvls + bossing.
Ice shards - that + lvl 1 ice lure is really useful at lvling, good for nuking dmg and also bette rhave 3 dmg skills and not 2.
Lure of assassins - its great, but maybe at higher lvls, with high enough dps at low-mid lvls alone u can be more than enough (thus why i lvl with full support druids, i clear all trees)
Energy shield - its great if u can keep up with energy, but i prefer lvling with druid
Sacrifice - what im using currently, its amazing, instant regen, i never run out of energy unelixired and i dont rely on my sigils (roughly 100 of them) and my bit of regens, i lvl with a full support druid only so i dont have issues with health, it saves me tons of gold (i only use xp), but if u can have high energy (at lvl 114, 1002 focus and 5400 something energy) then even the lowest tier of eng elix can work at low lvls, but with this u can lvl with any druid and he'll not have energy issues and neither will u, while it doesnt interrupt ur dps at all.

Focus Ammy w/shield (whether its 2013 or 2014 yule)
I'd personally go with comrak misc
braces with focus
and +4 and +5 rings to your choice (I prefer +4 and 5 lure of Ice and fire)
