Would you do decay in percentage or a certain amount? And how what amount (opposed to the given dkp per boss) or precentage

Also what bosses would you give dkp to and when would you decay? If the person shows up once a month or so and you do decay once per month than your system doesn't really work. When can you really say someone is not active...
