What all skills should I max I have a lvl 63 and what should my stats be? I want him to be all dps

Depends on what you need put a good 10 in lures go for 20/20 ice shards and fire bolts unless you dont have regens . If no regens spec a good 10 in esheild 10 in both lures and 15 in each dps casting (shards and bolt)

assuming u have regen from ur 137 char i would suggest:
150 vit rest foc

caster-shards, firebolt, even, maybe more in bolt. lures 7 and 7, cloak w rest
melee-(golen blade of FIRE and hand to hand) max cloak firebolt fire lure. use earthstone if u have.
